About ESMA

The Emirates Authority for Standardization and Metrology (ESMA) operates under the UAE's Ministry of Industry and Advanced Technology. Established to protect consumers and ensure product quality, ESMA is responsible for developing and enforcing national standards, managing conformity assessment programs, and administering the UAE Halal National Mark.

ESMA's mandate covers a broad range of products, including food, health supplements, cosmetics, and consumer goods. For health and wellness exporters, ESMA serves as the primary point of reference for understanding what standards your products must meet before they can be sold in the UAE market.

While ESMA develops UAE-specific standards, it also adopts and references GSO standards extensively. In many cases, UAE national standards are identical to or derived from GSO technical regulations, creating alignment with the broader GCC market.

UAE.S 2055-2: Halal Products Standard

UAE.S 2055-2 is the UAE's national standard for Halal products, covering food, cosmetics, and pharmaceuticals. This standard is mandatory for all products bearing the Halal mark in the UAE and defines:

  • Requirements for raw materials, ingredients, and processing aids used in Halal products
  • Manufacturing, processing, and handling requirements for Halal compliance
  • Storage, transportation, and display requirements
  • Packaging and labeling requirements specific to Halal products
  • Hygiene and sanitation requirements for Halal production facilities

Products exported to the UAE that make Halal claims must demonstrate compliance with UAE.S 2055-2 or an equivalent internationally recognized standard. This is separate from (and in addition to) Halal certification from a recognized body.

Key Distinction

UAE.S 2055-2 is a product standard, not a certification scheme. Your Halal certificate confirms that a recognized body has verified your compliance, while UAE.S 2055-2 defines the technical requirements against which compliance is measured.

Conformity Assessment Process

The UAE operates a conformity assessment system known as the Emirates Conformity Assessment Scheme (ECAS). Products subject to mandatory UAE standards must obtain an ECAS certificate before they can be imported and sold. The process involves:

Product Classification

Determine which UAE standards apply to your product category. Health supplements, food products, and cosmetics each fall under different technical regulations. ESMA publishes a regulated products list that specifies which product codes require conformity assessment.

Testing & Certification

Submit product samples to an ESMA-recognized testing laboratory for evaluation against the applicable standards. Testing covers safety, quality, labeling, and any category-specific requirements. For health supplements, this includes ingredient verification, heavy metal testing, and microbiological analysis.

Documentation Review

Provide supporting documentation including GMP certificates, Halal certificates, certificates of analysis, product specifications, and label artwork. ESMA reviews documentation for completeness and compliance with the relevant UAE technical regulation.

ECAS Certificate Issuance

Upon successful completion of testing and documentation review, ESMA issues an Emirates Conformity Assessment Scheme (ECAS) certificate. This certificate must be presented to UAE customs for product clearance. ECAS certificates are typically valid for one year and renewable.

Market Surveillance

After market entry, ESMA conducts ongoing market surveillance including random product testing from retail shelves. Non-compliant products may be subject to recall, fines, or market withdrawal. Maintaining consistent quality and compliance is essential.

UAE Halal National Mark

The UAE Halal National Mark is a voluntary (but strongly recommended) quality mark administered by ESMA. It provides additional consumer assurance beyond standard Halal certification and is increasingly expected by UAE retailers and distributors.

To obtain the UAE Halal National Mark, products must:

  • Hold valid Halal certification from a body accredited by the Emirates National Accreditation System (ENAS) or recognized by ESMA
  • Comply with UAE.S 2055-2 (Halal products standard)
  • Meet all applicable food safety and quality standards
  • Undergo additional ESMA verification and approval process

Products bearing the UAE Halal National Mark carry a distinctive logo that is recognized by UAE consumers as a mark of verified Halal compliance. While not strictly mandatory, the mark provides a significant commercial advantage in the UAE retail market.

Health Supplements

Health supplements in the UAE are regulated under UAE.S standards aligned with GSO 2571:2021. Products must be registered with the Ministry of Health and Prevention (MOHAP) in addition to meeting ESMA conformity requirements. Key requirements include ingredient limits per UAE positive lists, label claims compliance with GSO 2333:2022, and microbiological safety testing. Supplements containing novel ingredients may require additional safety dossiers.

Cosmetics & Personal Care

Cosmetics are regulated under UAE.S standards aligned with GSO technical regulations. Products must be registered through the UAE's electronic product registration system. Key requirements include safety assessment reports, product stability data, ingredient compliance with the UAE cosmetics positive/negative lists, and complete Arabic labeling including ingredient names using INCI nomenclature translated into Arabic.

Food Products & Functional Foods

Food products must comply with UAE food safety standards (aligned with Codex Alimentarius and GSO) and obtain ECAS certification. For functional foods making health claims, additional requirements apply including clinical evidence substantiation, approved claim wording per GSO 2333:2022, and registration with the relevant UAE authority. All food products require Halal certification and Arabic labeling.
